State Program Administrator Coordinator
$32 - $47 an hour, plus benefits
Minnesota Department of Labor and Industry plays a critical role in achieving compliance with labor and employment laws that are applicable to Minnesota’s workforce, including the laws regulating worker classification and contractor registration, the Minnesota Fair Labor Standards Act, the Minnesota Prevailing Wage Act, the Minnesota Child Labor Standards Act and certain provisions of municipal, state and federal labor and employment laws.
This position will be responsible for leading teams, including division, cross-agency, cross-government teams, in the development and implementation of Strategic Compliance Plans in the construction industry, with primary responsibility for the development and implementation of Enforcement and Systems Interventions, designed to achieve compliance with the labor and employment laws and regulations for which the Department is responsible. To support the development and implementation of Enforcement Interventions, this position will design workplace investigation, sanction, and settlement strategies that effectively utilize the department’s enforcement authority and tools and that are tailored to the employment context, anticipated violations and impact to be achieved. The position will coordinate, conduct and lead investigation teams in complex Enforcement Interventions in the construction industry, that are effective in identifying and documenting workplace violations.
The position will be responsible for developing and maintaining effective communication and collaboration with other municipal, state and federal agencies concerning non-compliance with municipal, state and federal laws, including laws related to labor and employment, licensing, taxation, insurance and finance to develop and implement coordinated multi-agency Enforcement and Systems Interventions for Strategic Compliance Plans. The position will also assist with communication and collaboration with labor, employer and community partners in Strategic Compliance Plan development and implementation. The position will work closely with department communications, research, engagement, government relations, and general counsel staff and the Attorney General’s Office to effectively implement Strategic Compliance Plans in the construction industry. Provide lead work direction during Strategic Compliance Plan implementation through providing training, mentoring and coaching related investigation skills and techniques for department investigation staff.
The position will also assist with the development of core and “just-in-time” training for investigation staff and the regular delivery of that training.
Assist in special projects such as public engagement activities, legislative activities, and administrative rulemaking.

Six (6) years of professional level experience that demonstrates advancement in difficulty and complexity of work as described below.
Doctorate degree may substitute for two years of experience; Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associates degree may substitute for six months of experience Professional experience must demonstrate the following: * Experience leading, coordinating and supervising the activity of teams. * Responsibility for investigations, including knowledge of investigation strategies and tools, necessary to conduct complex investigations to identify and document the existence and extent of violations of civil and administrative laws and regulations. * Development and implementation of training, coaching and mentoring. * Project planning skills sufficient to organize projects autonomously and with others, establish goals and timelines, clarify mutual expectations, and evaluate program results. * Communication, engagement and facilitation experience demonstrating the ability to work effectively with diverse stakeholders and to present complex issues to diverse stakeholders including, workers, employers, attorneys, witnesses, judges, labor and employer representatives and the general public. * Knowledge of State employment and labor laws, including the Minnesota Fair Labor Standards Act, Minnesota Prevailing Wage Law, the Minnesota Child Labor Standards Act and state employment and labor laws for which the Department of Labor and Industry is responsible. * Knowledge of the construction industry. * Written communication skills to produce formal reports, memos, policies, procedures and other information; to accurately preserves evidence and statements collected during investigations; to effectively respond to inquiries from citizens, the legal community, industry, media, agency personnel, enforcement agencies, and elected officials.
It is the policy of Labor and Industry (DLI) that all employees submit to a driver’s license check prior to employment when driving a vehicle is a requirement of the position. Possession and maintenance of a valid driver’s license is required for this position.
Preferred Qualifications
Fluency in Spanish.
Knowledge of municipal and federal labor and employment laws.
Knowledge of the role and responsibilities of executive branch agencies and public enforcement authorities.
Knowledge of public information dissemination practices and laws and regulations related to government data practices.
Knowledge of use of behavioral economics and behavioral psychology theory in the regulatory context.
Knowledge related to business models, workplace practices and compliance issues in industries in which low wage and/or vulnerable workers are engaged to work.
