GENERAL DUTY STATEMENT:
Performs complex programming work requiring an advanced understanding of the City/SPRWS information technology infrastructure. Consults with customers regarding complex projects in order to assist in planning for future systems improvements. Leads the analysis and design of relevant databases and multiple processes within business applications. Advises and assists less experienced team members in their development.

Participates in setting work priorities. Maintains knowledge of current best practices. Performs other related work as assigned.

Essential Functions are the functions that the individual holding the position must be able to perform unaided or with the assistance of a reasonable accommodation. The Essential Functions are Competencies 1-8 on the IS Information/Technical Analyst III Job Description.

Responsibilities:
This position is an integral member of the OTC Information Development (ID) section and reports directly to a team lead. The ID section researches, develops, implements, maintains and enhances applications that are used to provide a wide variety of City services to citizens and external customers. This position will work closely with the ID Applications Team Lead to support the city’s Web and Oracle database applications used by city business units including: application support for Police with RMS, Public Works with CMMS, and DSI for Amanda and Eclipse. The position will be expected to analyze and resolve related unexpected software issues, as well as develop enhancements and shared software layers and utilities, and re-factor existing applications
where necessary.

Specific responsibilities of the position include:
* Analyze, design, code, maintain, and support City applications and Web sites as needed and directed as a Web application programmer using Java, HTML, XML, JavaScript, CSS, PL/SQL, Oracle, and other tools.
* Comply with application and industry best practices.
* Understand the City’s technology environment and infrastructure.
* Programming work in support of information technology projects that involve multiple platforms.
* Consult and communicate with customers.
* Create and document all work and deliverables.
* Share skills, techniques, and tools use with ID staff.
* Research, evaluate and develop enhancements, extensions, and techniques for Web, Java, and SQL application programs
* Review, analyze and develop Technical Design Documents (TDD).
* Research and participate in technical standards, procedures and guidelines.
* Resolve difficult and complex challenges associated with the work.

Competencies:
The successful candidate must:
* Have experience in the analysis, design, coding, deployment, documentation, and maintenance of
database and Web based enterprise applications and resolving issues.
* Be able to participate with minimal direction in technical projects.
* Work independently with customers and technical staff.
* Have the ability and desire to acquire new technology skills.

The specific competencies required for the position include:
* Understand enterprise Web and database application development and tools
* Minimum of 2 years of advanced Web and/or database enterprise application development experience
* Work experience in systems analysis and design
* Ability to communicate effectively with, and document for, both technical and non-technical audiences
* Ability to work independently and analyze difficult problems utilizing past experience, research and best practice information
* Ability to set priorities based on limited resources and competing demands
* Ability to participate in multiple projects at the same time and multiple phased projects
* Ability to research and recommend procedural policies and guidelines
* Ability to understand and ensure the proper configuration and security of applications
* Relational Database knowledge, preferably in Oracle (or Microsoft Transact-SQL)

Other competencies:
* Knowledge and experience in object-oriented programming techniques is a plus
* Familiarity with Eclipse, Netbeans, or JDeveloper is a plus
* Knowledge of XML and its practical uses is a plus
* GIS and/or ESRI GIS experience is a plus
* Mobile application development experience is a plus

General Comments:
The City continues to grow and expand the delivery of critical services via enterprise Web and Oracle based database applications with increasing sophistication. There is a need to coordinate, and facilitate the state of the art in designing and coding enterprise applications.

REQUIREMENTS:
A Bachelor’s Degree in Information Management, Computer Technology, or a related field and two (2) years of work experience related to the vacancy or a vacancy-related technical school certificate and four (4) years of work experience related to the vacancy.

May require a valid Minnesota Class D Driver's License, or equivalent out-of-state driver's license. The driver's license must have no suspensions or revocations for driving-related offenses within the two year period prior to the date of appointment. Suspensions for parking-related offenses are excluded.

Note: Certified City employees hired before July 1, 2009 who hold an IS job family title, have been employed for not less than one year and have accumulated at least 1040 certified hours on the payroll, may enter an examination if they are able to perform the assigned duties of the position and have a satisfactory performance rating.

However, new hires within the IS Job Family after July 1, 2009 must meet the education, certification and registrationequirements for their initial hire and future promotions in accordance with Civil Service Rules 14 and 8.A.2.
